Based heavily on a real incident. There are questions as to whether the attempted traffic stop was reasonable to begin with, whether it was in fact a pursuit as defined by Louisiana law (officer must use lights AND siren, also must have reasonable grounds to believe the driver committed an offense), whether they had legal grounds to arrest the driver let alone all four people, and whether crimes may have been committed by the deputies.
I'm not a lawyer, but I know the vehicle's driver wasn't the one who misread the plate, and that the deputy didn't activate his siren until the supervisor mentioned it - after which the driver pulled over as soon as she found somewhere to pull over. Doesn't exactly sound to me like it fits the legal definition of resisting by flight.
